Housing: pay for a home straight from your salary
The headline announcement was on housing. Ruto said the Affordable Housing Board is working with the Teachers Service Commission on a check-off system that will let teachers pay for their homes directly from their salaries, and that applicants can apply through the Boma Yangu platform. He repeated that the government had committed to reserving 20% of affordable homes for teachers, and said it is working with teachers' unions on financing tailored to their incomes.
The details are still missing. Ruto did not give the interest rates, repayment periods or eligibility requirements for the proposed financing. The 20 per cent reservation comes from an agreement signed in September 2025 between the Affordable Housing Board, KNUT and KUPPET.
Jobs and promotions
On recruitment, Ruto said the government had hired 100,000 teachers over the past four years and would recruit another 20,000 before the end of 2026, bringing the total to 120,000 by December. He also announced a KSh4.9 billion plan to move 20,000 contract teachers to permanent and pensionable terms from January 2027.
On career progression, Ruto said 50,000 teachers will be promoted this financial year, after the promotion budget was doubled from KSh1 billion to KSh2 billion. He said new career progression guidelines agreed by the TSC and unions are awaiting approval by the Salaries and Remuneration Commission.
Pay and benefits
Ruto again addressed the unions' demand for a shorter pay-review cycle. He said reducing the Collective Bargaining Agreement cycle from four years to two will be considered once the current 2025–2029 agreement ends, and that the 2026/2027 budget includes an extra KSh8.1 billion to keep the agreement on schedule. The promise follows one made a year ago at State House, where he asked the TSC, the ministry and unions to propose a suitable period.
On health cover, he said that as of September 2026 the Social Health Authority covers 415,608 teachers and 884,392 dependants. On retirement, he said the government is working to pay retirement benefits faster, with teachers' records currently being uploaded into the system.
A message on exams
Ruto also spoke to the profession about the coming national examinations. He urged teachers to prepare candidates well while protecting the integrity of the process, warning that certificates obtained through cheating would undermine the value of qualifications. He added that a teacher's contribution should not be judged by exam grades alone.
Context
TSC chairman Muturi said Ruto is the first president since 1963 to join teachers in marking the day. That is the chairman's claim, and I haven't independently checked it. Most of the figures in this story are the president's own and have not been independently verified. Several of the commitments, including the check-off system, the new guidelines and the shorter CBA cycle, are still promises or awaiting approval.
